When specifying constraints for the Solve tool, one cannot set a literal value.

Steps to reproduce:
For example, if I want to constrain a cell to be less than 1, I have to write 1 in some cell and then make a reference to that cell in the Contraints dialog. It would be more natural if I was able to write a 1 rather than a reference to a cell containing 1.
