solver does not accept literal values for constraints

Please describe the problem: This was reported on Launchpad: https://bugs.launchpad.net/ubuntu/+source/gnumeric/+bug/111480 by: https://bugs.launchpad.net/~pot When specifying constraints for the Solve tool, one cannot set a literal value. Steps to reproduce: For example, if I want to constrain a cell to be less than 1, I have to write 1 in some cell and then make a reference to that cell in the Contraints dialog. It would be more natural if I was able to write a 1 rather than a reference to a cell containing 1. Actual results: Expected results: Does this happen every time? Yes. Other information: This was reported for gnumeric 1.7.13, I could not check with a newer version.
