Please describe the problem:
I want to bind music playback controls to a combination of Ctrl, Alt, Shift and mousewheel up/down.  gnome-keybinding-properties either doesn't support this or the support is broken.

Steps to reproduce:
1. open gnome-keybinding-properties
2. attempt to create a new accelerator for any action (eg "Volume Up")
3. try some combination of keyboard and mousewheel movements

Actual results:
The window scrolls rather than accepting the mousewheel movement as a valid input.

Expected results:
The new accelerator should register and display as something like Ctrl+MouseWheelUp.

Does this happen every time?
