The password dialog for outgoing mail can't be dismissed unless you enter a valid password if there's outgoing mail in the queue.  User must exit Evolution by using kill from a shell.  

Imagine the password happens to exist in an email that you can't get to unless you dismiss the dialog but you can't because you don't have the password which you can't get to... well, you get the point.
