Please describe the problem:
For most plugins, the Configure button doesn't do anything. But it is not disabled -- I can still press it, it's just that nothing happens.

Steps to reproduce:
1. edit -> plugins
2. select 'audio inline plugin'
3. observe Configure button is not disabled
4. click Configure button; nothing happens

Actual results:


Expected results:
The configure button should be disabled if the selected plugin can not be configured.

Actually, it would be better to move the configuration into the plugin selection disalog, display it inline underneath the plugin info.

Another idea would be to add a column to the list of plugins, that contains an icon if the plugin is configurable.

Does this happen every time?

this is already fixed in unstable version 2.21.x which will become the stable 2.22 version in march. this cannot be applied to 2.12.x because it breaks the API.
