can't make without gettext package installed

Please describe the problem: I'm on a relatively new Ubuntu 7.10 install, and trying to make the app failed until I installed the gettext package. I found that suggestion via google, where someone else was having problems related to an empty GMSGFMT variable. The GMSGFMT variable in po/Makefile seems to not be set correctly by the configure script when gettext is missing. Steps to reproduce: 1. Start with a clean install of Ubuntu 7.10 2. Install only the packages that the configure script requests 3. Try to run make OR 1. Remove gettext from your machine 2. Try to configure and make (I wasn't able to reproduce it this way though... the GMSGFMT variable was empty but it still compiled... don't know enough to know why) Actual results: fails to compile Expected results: compiles correctly Does this happen every time? unable to reproduce by uninstalling gettext file... not sure why Other information:
