Evince remembers the size used to display a given document, and restores that size when the document is re-opened. The problem is that it resizes the window *after* displaying it, and most of it goes out of the current workspace.

Evince should first determine the correct size, and then it should display it. That's what is recommended in Gnome HIG:

"Always show a window as soon as possible, but make sure your window is the correct size before displaying it. Resizing a window after it is visible is disorienting and gives an unpolished look to your application."

If the window is resized first, this gives the chance to the WM to correctly place it.

This is with Ubuntu Gutsy on Gnome 2.20 with Compiz enabled. The window is first correctly displayed, and then because of the resizing it "goes out" of the current workspace.
