The tooltips for the Accuracy and Change Sign buttons have the wrong
shortcut keys. They should be capitalized.

[A] - Set accuracy  
[C] - Change sign  

These changes recently with the fix for bug #469245. 

Making it a dependency of the recent Glade changes although I
think it was broken before that.
