Allow existing LDAP users to request additional permissions

Users having a LDAP password should be able to request additional permissions. This of course after they've logged into Mango. The request should still be verfied by email. The verification email should be enhanced to let the the requestor see exactly what they would be requesting. This requires reworking some of the verification bits in lib/account.php. Perhaps an additional column in the database that contains something like 'is_existing_user'.
so, in the meantime what we have to do if we want a gnome.org email alias?

The GNOME Infrastructure Team is currently migrating its bug / issue tracker away from Bugzilla to Request Tracker and therefore all the currently open bugs have been closed and marked as OBSOLETE.
