Don't use "Preferences" word in capplet launcher name

As well as applications should not use "Application" word in their visible name (as per HIG), I think capplets should not use the word "Preferences". A similar change was applied to at-preferences capplet, the only capplet using "Preferences" in its name. See bug 484351 I strongly suggest to remove it, and maybe use "Encryption and Keyrings"

From duplicate Bug 514174: By the way, the Comment line is "Comment[en]=Configure key servers and other encryption settings" Which is not precise nor true, because the tool is not primarily used for server settings. This may be better: "Comment=Choose your default personal encryption key, change your keyring master password or configure keys publication." Or something like that (I agree this is difficult ;-) ).
