I might be wrong about this one, but speech seems to speak the unrelated text in a dialog that appears, but braille does not.
This could be seen in the test:

When the "Input" dialog pops up.

Mike - what is the intended behavior here?  Should the static text be brailled in addition to being automatically spoken?

No, as with other types of dialogs it is expected that the user would use the braille display to explore this information if he/she wishes.
