2. Click on the clock applet
3. Pick a task and double-click on the percentage in front of it.
4. Change the percentage and press Enter or click outside the box

looks like a window manager issue rather, if you ctrl-alt-tab to the dialog the actions work correctly

The bug has been confirmed using openbox or metacity 2.18, that's likely due a clock-applet change

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
