When using the 'open as layer' dialog, a selected image file will be loaded as a new layer of the image that is currently open.

However, if the selected image consists of multiple layers itself, it would be comfortable if those layers were loaded as separate layers, not as a single layer that actually a flattened version of that image.

This is already implemented in 2.4.
