This has been noticed on version 0.18 running on Ubuntu Gutsy.
Current locale is Swedish.

I guess this happened because of language pack updates while running xchat-gnome.
I tested it now and works as normal.

Still very much present with xchat-gnome 0.18 cs_CZ.UTF-8 locale on Fedora 8. Even tried cs.po out of the SVN and the result is the same.
