Most windows should remember their size and placement;

Next time when window is opened, it should reappear
placed and sized like when it was closed 
(unless, of course, this makes it invisible or inaccessible in some way).

Window manager can store geometry information permanently, in a local database
(and update it ad windows are moved around);

By using window manager to manage this, applications don't have to
worry about this (and most of them currently don't anyway).
