Sane bring window on top behaviour with focus following mouse pointer.

At the moment, if focus policy is to follow the mouse pointer, often the window that I want to bring on top of others receives focus while the pointer moves towards window list (because a part of the window is visible below others). This causes clicking on a window's button in window list to minimize the window which is not what I want.

Suggested behaviour: if window is focused AND is on top - minimize, otherwise bring on top.

Sounds like bug 90134 (especially after reading comment 3 there).
