To reproduce:
1. go to ~/Nautilus directory (for example, /home/tester/Nautilus)
2. make sure the zoom level is 100%
3. change layout to "manually"
4. click "computer" icon and drag it to the middle of the main panel
5. now press Ctl+- a few times untill zoom level is 25%
6. click View menu, select "Normal Size"

Result:
Oops, vertical/horizonal scrollbar appears. You have to scroll scrollbars to get
icons. Note: now the zoom level is also 100%, scrollbar shall not be there.

Not a 1.0 blocker definitely.

The main problem here is not the scroll bars themselves but the fact that
switching the zoom level shows you an empty corner of the canvas, instead of
something sensible. The most sensible thing to show would be the upper-left
corner of the canvas. This is probably somewhat related to bug 45588.
