Dragged colors and backgrounds won't be accepted by the icon view if they are dropped on an icon

How to repeat: 1. run nautilus 2. Opoen the backgrounds and emblems dialog 3. open the "patterns" section 4. drag a pattern onto an icon watch it get rejected 5. Now draw a patter onto the view, careful not to overlap an icon. Notice that it's accepted . I can see that maybe this was done intentionally, but it ends up being kind of annoying when trying to try out a whole bunch of backgrounds or colors. this is so not a bug, if we learned anything from the panel tiles are bad.
<sigh> it's a minor bug. IMNSHO, implementing Andy's suggestion is not a good idea, but until the current stuff is stripped out, this is definitely still a bug in the current implementation, and makes it even more cracked out and confusing than than it already is.
Marking as depending on bug 171655, since the latter has quiet a huge patch with many DND changes. Once it is in we can fix this little issue.
