How to repeat:
1. run nautilus
2. Opoen the backgrounds and emblems dialog
3.  open the "patterns" section
4.  drag a pattern onto an icon
watch it get rejected
5. Now draw a patter onto the view, careful not to overlap an icon.
Notice that it's accepted .

I can see that maybe this was done intentionally, but it ends up being
kind of annoying when trying to try out a whole bunch of backgrounds or colors.

(this is not a 1.0 bug)

this was by design, since I eventually want colors/patterns dropped on icons to 
apply to the icon, not the background.

I'll leave this open so I make sure to discuss it with others to make sure we do 
the best thing for 1.2

<sigh> it's a minor bug. IMNSHO, implementing Andy's suggestion is not
a good idea, but until the current stuff is stripped out, this is
definitely still a bug in the current implementation, and makes it
even more cracked out and confusing than than it already is.

Marking as depending on bug 171655, since the latter has quiet a huge patch with
many DND changes. Once it is in we can fix this little issue.

Reverting my previous statement...this fix can be applied for 2.12, while XDS
support is scheduled for 2.14.
