Currently, the GIMP depends on two or three separate windows for tools, workspace, etc. 

I suggest that the next version's interface be more Photoshop-like, i.e. working under one window with toolbars or palettes. 

Is there some way to customize this?

Some information about making GIMP have an MDI interface (ie. one that is more Photoshop like) can be found in the comments attached to bug #7379.
