As mentioned in bug #464446, shift-X was added to fit always.  (I have desperately missed this functionality every since the fit logic changed back in, I believe, 2.4.)  This should be discoverable in the zoom menu.  I recommend replacing the current 'Fit' option with two options: 'Fit if Larger' and 'Fit Always'.

Also, the default shortcuts (X and Shift-X) should be displayed in the menu so they too are discoverable.

As mentioned in bug #464446, I suggest that the corresponding change also be made to:
  Edit -> Preferences -> Viewer -> After loading an image
thus restoring functionality that was available in previous versions. (See e.g. bug #321840).
