I have no idea why it does not pull the missing tarball

Thanks for the bug report. This particular bug has already been reported into our bug tracking system, but please feel free to report any further bugs you find.

(Edit $prefix/share/jhbuild/packagedb.xml and remove the line corresponding to the already-built module that you want to rebuild.)
