Please describe the problem:
I have filter logging turned on to help debug bug 469007, and I see:

Applied filter "Junk check" to message from Deann Bird@kent.ac.uk - "RE: Save on meds" at Wed, 22 Aug 2007 13:59:51
Action: Set junk flag
Action: Set seen flag

However, Edit | Preferences | Mail Accounts | Edit | Receiving options | Options > Check new messages for Junk contents is _disabled_.

Steps to reproduce:
1. Enable filter logging
2. Disable "Check new messages for Junk contents"
2. Receive junk-worthy message


Actual results:
Filter is executed

Expected results:
Filter not to be executed.

Does this happen every time?
No, out of 3 new messages, it only executed on one of them.

Other information:
I'm experiencing a lot of filter weirdness - see bug 469007 also.

Can you please try in current stable 2.22.2 as other bug had been fixed.

Please feel free to reopen this bug if the problem still occurs with a newer
version of GNOME 2.22.3.
