How to reproduce:
1. Load the file (attached)
2. Rightclick on the tiny layer with the color swatches and select 'scale layer'
3. Set the X size to 64.
4. Click OK -> Crash!

The layer in question is 16x3 in size.
If you use 'Layer boundary size' to make it 16x4, then the Scale operation does not crash. If you adjust the boundary to 16x4 and then back to 16x3, the Scale operation does crash. 16x2 and 16x1 crash too. 16x4 and above work okay.

The Scale tool doesn't have a problem with scaling the layer mentioned, only 'Scale Layer'.

None. I'm now testing with other methods. Linear, Cubic.. 
bah, oops! This is almost certainly a bug with the scale-region.[ch] I was trying, from bug #464466. *checks*.. Yes. I'll close this and mention the problem in #464466.
