Please describe the problem:
I think this bug was been reported in Ubuntu, but with keyboard keys, that I can confirm to produce the same result, any percentage is showed.

Steps to reproduce:
1. Click on Volume Applet.
2. Scroll with mouse wheel.
3. Any percentage is showed..


Actual results:
It doesn't work.

Expected results:
To show the volume level (some percentage tooltip)

Does this happen every time?
Yes.

I'm using Version: 2.19.1-0ubuntu2
