Dear Panel maintainers, is there speaking anything from your side against the inclusion of this patch?
Only time. There are so many things to do, so many bugs here, and so many patches that it's impossible to have time for everything. On the patch itself: it's probably better to abstract this in a new file (panel-recent-apps.c, eg). Also, I guess this works right now for launchers and menu items because it's using gnome-desktop, but in the future, this library will get deprecated and some gtk+ function will be used. It'd be interesting to know if GTK+ people agree to have some of this in gtk+ itself, or if we should handle this ourselves. (The latter might make more sense, to be honest)
