This is on Ubuntu Gutsy (with all the latest updates as of this morning)
and with latest Orca from SVN HEAD. I'm using OOo-dev 2.3.0 
(build SRC680_m222)

Steps to reproduce:

1/ Startup Orca.
2/ Startup /opt/ooo-dev2.3/program/sbase
3/ Work your way through the startup wizard and create a new
   database. Press the Next button
4/ Do not register the database and open the database for editing.
   Press the Finish button.
5/ The "Save as" dialog will appear. Just use the default selected name
   press the Save button.

The New Database main window will appear. After 10-15 seconds, it
will fall into Error Recovery mode.

This is YAOOoB, which I'll file next.

Well I've upgrade to OOo-dev 2.3.0 (build #223), plus latest
Ubuntu Gutsy packages (as of today), plus latest Orca plus
deleted all my GNOME "dot" files, and the problem has gone
away.

I've closed the underlying OOo issue and am closing this bug as FIXED.
