Translators usually have keyboards which are adequate for their scripts, but some characters might be hard to type or even absent from the default configuration. I believe gtranslator could solve the problem providing something like the charpick applet next to the translation field.

Pootle already does this; the special characters list can be customized, but there is a default list for each locale:
