Window border (sized in theme-file) should be only decorative. I suppose there should be another invisible type of border for window resize only. There is themes which are best when window border size set to 0 but when it's set so I can not resize any windows at all.

GTK+ is not responsible for drawing window borders. Thats the job of the window manager.

This is going to be incompatible with all existing theme files, isn't it? In that case it's going to have to wait for v3 of the theme format.
