Please describe the problem:
If the CPU frequency monitor isn't installed SUID root (so it can only monitor, not change the frequency), right-clicking on it (in the panel) causes all further left- or right- click events to panel items to do nothing.

For instance, clicking on NetworkManager then does nothing, rather than popping up the 'choose a network' menu.

Note that the default setting (at least under Debian) appears to be *not* installed as SUID root.

Steps to reproduce:
1. reconfigure gnome-applets with cpufreq not suid root.
2. restart X
3. right-click on the frequency monitor.


Actual results:
As above.

Expected results:
As above.

Does this happen every time?
Yes.
