I'd like a way to automatically sync newly downloaded podcasts: and podcasts only: when ever I plug my iPod into my computer.

I think this would fit much better into the scope of Conduit (http://www.conduit-project.org/)

They already have syncing of Notes, Photos, Contacts and Calendar stuff.

The podcast stuff would be done (I guess?) by doing a "Files" sync, where you sync the podcasts to the iPod.

I do not think making a synchronization framework in rhythmbox would be a good idea, when other tools suited for the task already exists.
