text view should have some margins

I would like to see a whitespace margin of approximately 5-10 pixels in the text view. I guessed at 5-10 pixels as a maximum margin for 400% zoom in icon view, or when a desktop icon is scaled very large. Changing to "old" target milestone for all bugs laying around with no milestone set.
still an issue with the new 1.1.x text view
Dave, this isn't exactly gnome2 material, but if it is trivial, it can't hurt to fix.
Created attachment 11515 [details] [review] patch to add a 6 pixel *grey* (don't know how to change) border around the text view
cvs version has a border.
