This is a regression from 2.1.3.

Steps to reproduce:

1. Install 2.1.4
2. Optional step: Do usual ORBit magic (on my system the version 2.13.x provided with Gnucash doesn't work, need to update to 2.14.7)
3. Open GNUCash

Expected results:
Splashscreen, some coffee and it is running

Actual results:
The message box (below) is shown before the splashscreen is displayed. After clicking OK, the GNUCash continues loading and it works fine.

Reminds me of bug 450601.  Could you please try to do the following?
* uninstall gnucash
* remove remaining files
* install gnucash again

Yes, clean installation works.

Previously it was an upgrade on 2.1.3.

Hm, are you saying that you started with a fresh installation of gnucash 2.1.3?  Libeay32.dll did not change since then.

Earlier dlls included versioning information, not so the newer one.  In r16238 a flag "ignoreversion" has been added to the setup.exe configuration so that libeay32.dll will be replaced nonetheless.

Should I try it by upgrading 2.1.4 => 2.1.5, or rather first go back do 2.1.3?

No, you should uninstall gnucash completely, then check whether the r16280 binary works even without further ORBit tweaking.

I uninstalled 2.1.4, removed Program Files\gnucash folder, and gconf and orbit folders in temp.
After installing gnucash-2.1.5-svn-r16280-setup.exe Orbit tweaks still are required - without them, I get:

*  OTHER <> file corba-object.c: line 76 (ORBit_register_objref): assertion failed: (obj->object_key != NULL)
