there is not a option to turn off the volume meter popup.

Why would you want to disable the popup?

for example when I am browsing the internet and i want to turn my volume up it is very annoying that this thing pops up.

One option would be to make it not clickable (using an xshape, just make the entire thing click-through), like on OS X. That way, it wouldn't block out all of your clicks on the foreground window for the time it's up.
