If I open up a Netscape Mail window and change the top pane to the "Attachment"
view, I can drag an icon from GMC into the pane and have it appear on the
attachment list.  When I do this from Nautilus, the drag cursor does change to a
+, but no icon appears and the file is not attached.

The same thing happens if I drag an icon into a Netscape browser window: from
GMC, the browser shows the file, while from Nautilus the drag cursor changes but
does not apparently affect the browser.

* REPRODUCIBLE: Always

* STEPS TO REPRODUCE:

Open a Netscape browser window.  Drag an icon for a text or HTML file from a
Nautilus window into the Netscape window.  (Try the same in GMC for comparison.)

* ACTUAL RESULTS: 

 The drag cursor changes to a + when I move into the window, but nothing happens
when I drop.

* EXPECTED RESULTS: 

  The browser should show the selected file.
