The number of workspaces and the names of the workspaces are specified in /apps/metacity/general/num_workspaces and /apps/metacity/workspace_names.

Those gconf keys do not depend on the screen. This means that if you have more than one screen, those screens always have the same number of workspaces and the same names for workspaces.
