Please describe the problem:
When right clicking on a CD/DVD drive and selecting 'Eject' when the CD tray is already ejected, an error is shown instead of retracting the tray.

Steps to reproduce:
1. Open CD tray
2. In nautilus, right click on drive and press 'Eject'

Actual results:
An error message appears: "Unable to mount media. There is probably no media in the drive."

Expected results:
Drive tray is retracted, as with `eject -t device`.

Does this happen every time?
Yes.

See also bug #401689 which is the "opposite" situation: Opening the tray, which doesn't work from the menu either.

Maybe the text "Eject" should be changed to "Open / close tray" when there's no media in the drive. And if the system thinks it can determine if the tray is currently open or closed it might show either "Open tray" or "Close tray"

We no longer show drives without volumes/media.
