Mike emailed me to let me know that list boxes in bugzilla are now suffering from the same problem that combo boxes were. (See bug #428114)

The Mozilla a11y guys have been making some changes to lists.  Seems that the change exposed more bogus labeling on the part of GNOME's bugzilla.

The solution here is the same as in bug #428114:  If the child of the label is the list, it's bogus.

Given the very limited, specific scope of this patch and the fact that Mike has marked its status as verified, I'm closing this one out as FIXED.
