Steps to reproduce:

1. Launch Firefox
2. Press F1 for help
3. Tab to the Contents tree and use Up and Down Arrow to explore the contents

Expected results:  Orca would speak each item you arrowed to and leave you in the contents tree.

Actual results:  Orca speaks the item you arrowed to and then moves you to the document frame.
