Evolution cannot import / does not read addressbook.db files

Please describe the problem: Sometimes users delete their ~/.gconf/ folder to reset the settings in GNOME. Evolution stores many bits of information there. For example, when a user attempts to use evolution after removing ~/.gconf/ folder, the user is asked to enter the e-mail configuration again. The evolution also forgets which address books and calendars it had. It is possible to import calendar files, because they are .ICS files. However, it is impossible to import address book files, because evolution does not know how to import .DB files. Steps to reproduce: 1. Add an extra address book. 2. Put some contacts in the new address book. 3. Quit evolution. 4. Remove the folder ~/.gconf/apps/evolution/addressbook/ 5. Start evolution. Actual results: The new address book is missing from view in GUI, and importing addressbook.db from the file system does not work, i.e. the NEXT button in Import wizard does not light up when an addressbook.db file is selected. Expected results: I expect evolution to either read addressbook.db file, or automatically import all addressbook.db files in ~/.evolution/ folder. Does this happen every time? This has been a bug for as long as I used evolution. Other information:
Newer versions of Evolution are immune to removal of ~/.gconf/apps/evolution/addressbook/%gconf. It automatically reads all addressbook.db files in ~/.evolution/addressbook/local folder. Closing the bug.
Evolution still cannot import *.db files. Reopening at request of Karsten Bräckelmann. Still an issue in 2.11.90. Bumping version.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
