Please describe the problem:
metacity reports that it supports _NET_WM_ALLOWED_ACTIONS, however it doesn't set this property on most of windows :(  So, according to the spec, this should be treated as all those windows can not be minimized/maximized/etc

Steps to reproduce:
I've checked properties (using xprop) of gnome terminal and simple X application both do not have the property set


Actual results:
you see no _NET_WM_ALLOWED_ACTIONS on windows I've checked

Expected results:
I'd expect to see _NET_WM_ALLOWED_ACTIONS set

Does this happen every time?
