Please describe the problem:
When you mouse-wheel over the window-list, you can move between windows nicely. But, if the scrolling is done fast enough, some windows get urgency hints and start flashing for no reason.

Steps to reproduce:
1. Open a few windows on the same desktop. (e.g. 5)
2. Select the left-most window.
3. Scroll down (mousewheel) over the window-list really quickly
4. Scroll back and forth quickly for more


Actual results:
Some windows start flashing in the taskbar.

Expected results:
Windows get switched and they do not randomly get urgency hints.

Does this happen every time?
Whenever the scrolling is fast enough.

Other information:
It looks like there's a race condition between the window getting focused after being moved on top and when the window list receives another scroll request to go to the next window.
