This is a tracking bug for the following Firefox bug:

The crash has been fixed.  The question now is what do we want to do as a result?  I tried removing the "False and" from the if statement in  visualAppearanceChanged() and Orca said "1%" on a few sites I was loading.  Other times there was no noticeable difference in behavior.

I say close this bug and open a new one regarding presentation of progress bar activity.  There are a lot of thoughts on the orca list about this, and I think it needs to be fleshed out more.
