Currency exchange druid does not show on changed transaction

Please describe the problem: Changing an account from inbalance-CAD to assets:USD does not bring up a currency conversion druid. Steps to reproduce: 1. Default currency is CAD 2. Setup account assets:CAD for Canadian dollars 3. Setup account assets:USD for US dollars. 4. View the CAD account 5. Change the view to transaction view. 6. First split: assets:CAD increase 1000.00 7. Hit enter 3 times, to get the inbalance-CAD split to show. 8. Change the inbalance-CAD account to assets:USD, and hit enter 3 times to commit the transaction. 9. Notice no driud showed up. 10. View the USD account. Notice that it increased by $1000. It should have had a currency conversion rate applied. Actual results: currency conversion rate druid does not show up. Expected results: currency converstion rate druid becomes visible. Does this happen every time? yes Other information:
Confirmed with today's trunk code (r14789).
Fix committed as r17507. Requesting backport for 2.2.x, but it may in the end be delayed until a later version (backporting register patches can be risky.)
