This feature would effect tools and strokin in a general way. 
It would allow drawing and stroking effects to follow the contours of hand-drawing or the selected path.

1a. New brushes option: "follow angle" of the stroke
1b. New stroking option: "starting angle"
2a. New tool option for patterns: "follow angle" of the stroke
(the pattern's angle would change every xth "spacing unit" of the selected brush)

2a. This option would not be necessary.
1a. would be sufficient, that is, to specify "follow angle" of the stroke. In the case where a Pattern was selected in the tool, then the brushes' "spacing" would dicatate when & how the angle of the pattern was changed.
