dropping an icon into empty manual-layout window always puts it at top-left

To reproduce: (1) Create an empty Nautilus window, View as Icons and manual-layout mode. (2) Drag an icon from another Nautilus window into this one and drop it. Note that it should stay where you dropped it, but instead it ends up in the top-left corner. To reproduce the problem: 1 - Browse to an empty directory that is configured for manual layout. 2 - Change layout to "by name" 3 - Change layout back to "manual" 4 - Drag an icon to an arbitrary location.
