dragging a single icon in manual layout doesn't move it

If you go into a window with a single icon and drag it, it doesn't seem to move. The problem is that the icon view recomputes the "scroll region" and the icon ends up in the top left again. If we change the scroll region computing so it always includes the current visible area it will partly fix things. But it will be wrong at least for the first time you compute the scroll region when the window is created. Note that if you leave and return, the icon will appear in the top left.
