Please describe the problem:
On the gnome-panel, if we set the panel to be transparent and the background is dark, we can't see the text, since the text is also black.

Steps to reproduce:
1. Set the panel to be transparent
2. Use a dark background
3. 


Actual results:
Black text on black background

Expected results:
Have an option to change the text colour

Does this happen every time?
Yes
