Please describe the problem:
When you create a new panel, or just on the original gnome-panel.
After you add some application to the gnome-panel like Glade Gui interface design,you can't move them by drag and drop.Because after you drag and drop the icon it will turns out to be a question mark.


Steps to reproduce:
1. Create a new panel from the Gnome-panel(right click->New Panel)
2. On the Panel you add some application(right click -> add to Panel)
3. drag and drop the icon to move the icon on the panel.


Actual results:
The icon turns out to be question mark

Expected results:
move to the specific place and the icon won't change

Does this happen every time?

This should be fixed in 2.18.
