When there are multiple keyboard layouts, shortcuts are taken from all of them instead of only the active one.

For example:

Ctrl+Shift+N creates a new folder in Nautilus. In Dvorak, the 'L' key produces an 'N'. When the Dvorak layout is available but QWERTY is active, pressing Ctrl+Shift+L will create a new folder.
