It should either be disabled if g-p-m is not running 
or it should pop up a dialog explaining that g-p-m is not running
and explain how to start it.

Hmm, I saw the RH bug report.  But I'm confused as to why the gnome-power-preferences dialog doesn't start if gnome-power-manager isn't running.

I agree that we shouldn't show the button if the gnome-power-preferences command isn't in the path.  However, I think that it might be better for gnome-power-preferences to handle a warning message that gnome-power-manager isn't running.

I think that gnome-power-preferences will start gnome-power-manager if it isn't running.

The original bug report was because gnome-power-manager wasn't installed, so checking for existence of the binary is probably good enough.
