Description Will LaShell 2001-09-10 00:37:55 UTC 
To reproduce,  create a new folder. Open it. Create a new folder within it.
Try and drag it to a different position, it asks me if I wish to use manual
positioning, which I say yes. It still doesn't let me move it around. I add a
second folder to the test folder, and now i can position them all over.
